Defence’s objective in this Call for Submissions is to select approximately 15 respondents to participate in the Request for Proposal process (<strong>Stage 2</strong>). These characteristics include the convergence of big data, Artificial Intelligence (AI), machine-learning, robotics and unmanned and autonomous systems.</span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Our challenge is to underpin technological change with a focus on conducting land combat operations in a more effective and efficient manner by leveraging new technologies to provide a balanced, agile and sustainable fighting capability. </span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Synchronise Land Force combat effects using user-friendly robust resilient and agile communications networks in complex, congested and contested, high cyber-security threat environments to ensure timely combat effects occur at the right time and place.</span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Specifically for this Special Notice, Defence is seeking innovative proposals that increase network resilience and redundancy; defend the network through reducing an adversary’s ability to deny, disrupt or exploit our information; and/or deceive an adversary as to the nature, disposition and characteristics of land networks and associated force elements. font-size:10.5pt;">Defence will consider, in making an assessment against this criterion, the current technology readiness level of the proposed innovation, and the relevance and credibility of any claims made by the Respondent relating to the feasibility of the proposed innovation.</span></p> </li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;font-size:10.5pt;" value="3"><strong>Timeliness - </strong>The anticipated timeframe that the proposed innovation would require to realise a positive impact on Defence capability. <ul style="font-family: calibri, sans-serif; font-size: 10.5pt;"> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">The extent to which the schedule of the proposed innovation aligns with the timelines specified in the challenge statement.</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">The extent to which the proposed scope of work matches the scope of work stated in the challenge statement (develop the innovation to a technology demonstrator within 12 months); and</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">Alignment to future potential Army Capability Acquisition Programs, as described in the 2016 Defence White Paper and 2016 Integrated Investment Program.</li> </ul> </li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;font-size:10.5pt;" value="4"><strong>Contribution to Australia’s Defence industry capability - </strong>The extent to which the proposed innovation has the potential to improve or contribute to Australia’s Defence Industry capability and capacity.</li> </ul> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;page-break-after:avoid;"><strong><span style="color:#65B32E; font-family:calibri,sans-serif;">Assessment outcome</span></strong></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;page-break-after:avoid;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each submission is assessed against the assessment criteria, </span><span style="font-family:calibri,sans-serif; font-size:10.5pt;">, Defence will determine a shortlist of submissions that will progress to Stage 2 (RFP), taking into account the:</span></p> <ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;"> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">assessment against the assessment criteria;</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">funding available to address the Challenge described in the Challenge Statement; and </li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which the proposed shortlist of submissions, taken together, meets the objectives and requirements of Defence. This may include selecting an appropriate range or mix of technologies across the areas covered by the Challenge Statement.</li> </ul> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">It is Defence’s intention to select up to 15 submissions from Stage 1 Call for Submissions to be shortlisted to progress to Stage 2 (RFP). Defence will also provide a draft Innovation Contract for respondents to complete the draft Contract Phase Statement, draft Project Execution Plan and relevant Annexes (e.g. the IP and Technical Data Schedules). <strong>Defence will not negotiate the Standard Terms of the Innovation Contract. Defence will not allow respondents to propose any new innovation which was not included as part of a Stage 1 submission.</strong></span></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will assess the proposals received against the RFP Terms and assessment criteria (set out below) in order to decide which proposals represent the best value for money for the Commonwealth. Defence’s intention is to select a number of proposals to execute a Phase 2 Innovation Contract. </span></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">As part of the RFP, Defence will invite respondents to attend and participate in AID19. The RFP Terms will include terms that govern the respondent’s involvement in AID19. The respondent’s participation in AID19 is for clarification and verification purposes only. Defence will use the activity to clarify and confirm aspects of the respondent’s written proposal and may take the respondent’s participation into account in the evaluation of the respondent’s proposal.</span></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E; font-size:10.5pt;">Defence will consider the following elements in making an assessment against this criterion:</span></p> <ul style="font-family:calibri,sans-serif; font-size:10.5pt;"> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">the extent of the project management capability of the respondent, and appropriateness of any proposed or existing governance arrangements;</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">financial and corporate viability of the respondent; and</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">previous performance of the respondent in delivering similar projects or services.</li> </ul> </li> </ul> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E;"><span style="font-family:calibri,sans-serif;">Value for money assessment</span></span></strong></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each proposal submitted in response to an RFP is evaluated against the above evaluation criteria, it will then be evaluated to determine best value for money consistent with Commonwealth procurement policies. The value for money assessment will include the consideration of:</span></p> <ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;"> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">any risks or potential consequences for Defence that may arise if it were to proceed with the submission, such as potential non-compliance with the Innovation Contract Standard Terms or technical risks arising from the technology; and</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which all the proposed selection of successful technologies, taken together, best meets the objectives and requirements of Defence as set out in the RFP. This may include selecting an appropriate range or mix of technologies across the areas covered by the Challenge Statement.</li> </ul> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">The cost of a proposal is not the only consideration.
