<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Chief of Army has identified four priority areas on which Army will focus – Network, Joint Fires, Protected Manoeuvre and the Enabled Soldier.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">The Department of Defence via the Defence Innovation Hub (<strong>Defence</strong>) is seeking innovative proposals that will address the Chief of Army’s focus area of Network Assurance, under the ‘Network’ priority area. </span></p>

<h2 style="margin-top:6.0pt;text-align:justify;page-break-after:auto;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Overview</span></strong></h2>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions comprises of this Challenge Statement, the Terms and the Assessment Criteria and Process.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions is <strong>Stage 1</strong> of a two-stage procurement process. Defence’s objective in this Call for Submissions is to select approximately&nbsp;15 respondents to participate in the Request for Proposal process (<strong>Stage 2</strong>). As part of Stage 2 assessment, respondents will be invited to display their innovations at Army&nbsp;Innovation Day 2019(<strong>AID19</strong>)&nbsp;on 25 September 2019.</span><br>

<div style="margin: 6pt 0cm; text-align: justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence’s objective, following Stage 2, is to select a number of respondents to enter into an Innovation Contract with Defence to deliver a demonstrator of the technology for user trial and evaluations with the Australian Army within 12 months after AID19. &nbsp;If your technology will not be ready in this timeframe, you should not respond to this Call for Submissions and may instead prefer to submit a proposal to the Priority Innovation Notice at <a href="http://www.business.gov.au/Centre-for-Defence-Industry-Capability/Defence-Innovation"><u>https://www.business.gov.au/Centre-for-Defence-Industry-Capability/Defence-Innovation-Portal</u></a></span></div>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Accelerated Warfare, a Futures Statement released on 8 August 2018 by the Chief of Army, focuses on conducting and sustaining land combat operations in an effective and efficient manner by leveraging new technologies to provide a balanced, agile and sustainable fighting capability. </span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Whilst the contested battle space is enduring, technological disruption is rapidly changing war’s character. These characteristics include the convergence of big data, Artificial Intelligence (AI), machine-learning, robotics and unmanned and autonomous systems.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Our challenge is to underpin technological change with a focus on conducting land combat operations in a more effective and efficient manner by leveraging new technologies to provide a balanced, agile and sustainable fighting capability. </span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Synchronise Land Force combat effects using user-friendly robust resilient and agile communications networks in complex, congested and contested, high cyber-security threat environments to ensure timely combat effects occur at the right time and place.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">Specifically for this Special Notice, Defence is seeking innovative proposals that increase network resilience and redundancy; defend the network through reducing an adversary’s ability to deny, disrupt or exploit our information; and/or deceive an adversary as to the nature, disposition and characteristics of land networks and associated force elements. Examples may include:</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">AID19 will be held on Wednesday, 25 September 2019 at the Adams Auditorium, at the Australian Defence Force Academy in Canberra ACT, Australia for a period of one day. </span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">The purpose of AID19 is for selected respondents to display and pitch their proposed innovations to assessors, Capability Managers and Defence Innovation Hub personnel. Respondents may also be able to verify, validate and clarify their Request for Proposal response. The Request for Proposal terms (separate to these Call for Submission terms) will govern the respondents’ participation in AID19.</span></p>

		<li>This is a call for submissions. Your submission must be lodged before the Closing Time using the "Special Notice Proposal Submission Form" available on the Defence Innovation Hub Web Portal. Defence will assess submissions received in response to this call for submissions in accordance with these Terms against the assessment criteria, and in accordance with the Call for Submissions - Assessment Criteria and Assessment Process.</li>
		<li>If Defence selects your submission to progress to Stage 2, you will be invited to participate in Stage 2 and submit a proposal in response to a request for proposal and Defence will consider the proposal in accordance with the terms of that process.</li>
		<li>Under the request for proposal, Defence may invite you to attend and participate in AID19 at your own cost. Before you can submit a proposal, you will be required to agree to specific terms in the request for proposal terms that govern the relationship of the parties in relation to AID19. By making a submission in response to this Call for Submissions, you acknowledge and agree to the key features of the request for proposal terms with respect to AID19 set out in clause 4 of these Terms.</li>
		<li>You will be notified of the outcomes of each stage and may request a debriefing at the end of each stage in which you participated.</li>
		<li>To the extent permitted by law, no binding contract (including a process contract) or other understanding (including any form of contractual, quasi-contractual or restitutionary rights, or rights based upon similar legal or equitable grounds) will exist between Defence and a respondent unless and until an Innovation Contract is signed by Defence and a successful respondent.</li>
		<li>The additional rules in Division 2 of the Commonwealth Procurement Rules (CPRs) do not apply to this process.</li>

		<li>Your submission, including attachments, must be in English, and measurements must be in Australian legal units of measurement.</li>
		<li>Your submission must not contain viruses, malicious code, or other disabling features which may affect Defence’s or any other Commonwealth of Australia ICT environment.</li>
		<li>You must not rely on any representation, letter, document or statement, either oral or in writing, or other conduct as adding to or amending these Terms other than amendments issued by Defence in accordance with clause 3.1 of these Terms.</li>
		<li>You must not include security classified material (Australian or foreign) in your submission.</li>
		<li>You must not engage in any collusive bidding, anti-competitive conduct or other similar conduct in connection with your submission or any engagement with Defence in relation to your submission.</li>
		<li>You must make sure that your officers, employees, agents and advisors involved in the submission or the process also comply with this clause 2.</li>
	</ol>

		<li>Defence may amend, suspend, defer or terminate this call for submissions, and any aspect or the whole of the process (including the submission form), at any time by issuing a notice in writing via AusTender and the Innovation Hub Dashboard.</li>
		<li>In addition to its other rights, Defence will not invite you to respond to the request for proposal if you:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt; margin-top:6.0pt;margin-bottom:6.0pt;margin-left:20.0pt;text-align:justify;">
			<li>are non-compliant under the <em>Workplace Gender Equality Act 2012</em> (Cth); or</li>
			<li>have a judicial decision against you (including overseas jurisdictions but excluding judgements under appeal or instances where the period for appeal or payment/settlement has not expired) relating to unpaid employee entitlements where the entitlements remain unpaid; or</li>
			<li>are an individual or entity on the Consolidated List to which the <em>Charter of the United Nations Act 1945</em> and <em>Autonomous Sanctions Act 2011</em> currently applies.</li>
		</ul>
		</li>
		<li>Defence may at any time do any number of the following:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>clarify submissions with respondents;</li>
			<li>enter into discussions with respondents in relation to their submission;</li>
			<li>consider additional information related to a submission (including information obtained from sources other than a respondent);</li>
			<li>shortlist one or more respondents;</li>
			<li>exclude a submission from further consideration under clause 3.4;</li>
			<li>decide not to undertake, or discontinue, the Call for Submission if Defence considers it does not have sufficient submissions to make the continuation viable; and</li>
			<li>decide not to proceed with AID19, or not invite a respondent to AID19, for logistical, security or safety reasons.</li>
		</ul>
		</li>
		<li>Defence may at any time exclude a submission from further consideration in any of the following circumstances:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>clause 2 or clause 9 of these Terms is breached;</li>
			<li>the assessment of the submission against any one or more assessment criteria suggests that there is no reasonable prospect of being successful;</li>
			<li>Defence considers that the technology may present high risk to the environment, safety, security, persons or property or may breach the law or infringe the rights of others;</li>
			<li>Defence considers the submission includes a false or misleading claim or statement;</li>
			<li>if any of the circumstances specified in clauses 3.2a or 3.2b or 3.2c applies to the respondent;</li>
			<li>the proposed innovation is covered by existing procurement process or research activities Defence is undertaking;</li>
			<li>the proposed innovation has been developed by or with the assistance of an individual during the course of their employment with Defence;</li>
			<li>the proposed innovation has been developed under a contract with Defence (unless the contract specifically allows this);</li>
			<li>the submission is made by, or with the assistance of, an entity or individual that is working or has worked with Defence on the Call for Submissions; and</li>
			<li>the submission includes information that cannot be read or decrypted, or Defence believes the submission may contain a virus, malicious code or anything else which may compromise the integrity or security of its ICT environment.</li>
		</ul>
		</li>
		<li>Defence reserves the right to determine the order in which it assesses the submissions it receives in response to this call for submissions.</li>
	</ol>

		<li>By making a submission, you acknowledge that if you are successful in Stage 1 of this process, you will be invited to, and will need to submit, a response to the Stage 2 Request for Proposal, and as part of your response to Stage 2 you will be required to agree to terms and conditions that govern AID19. These terms have the following key features:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>you must not materially alter your proposed innovation from that described in your submission;</li>
			<li>you will attend and participate in AID19 at your own risk and cost;</li>
			<li>you will be required to attend event briefings and comply with all Defence safety and security requirements;</li>
			<li>you will be required to obtain, at your own cost, all necessary approvals, licences or permits required to attend AID19 before the date you will be expected to participate in AID19;</li>
			<li>you must fully disclose to Defence if any technology or equipment includes problematic substances, problematic sources or dangerous equipment or material before any such equipment is brought to AID19;</li>
			<li>you will be responsible for removing all equipment, technology, rubbish and other items you bring after the completion of your involvement in AID19; and</li>
			<li>you will be required to participate in AID19 in a co-operative and collaborative manner and to comply with all reasonable directions given by Defence in relation to AID19. Participants must not act in a manner that would bring Defence into disrepute.</li>
		</ul>
		</li>

			<li>any engagements with Defence in relation to your submission; and</li>
			<li>any action you undertake in attending AID19 under the request for proposal process, such as obtaining any necessary licences, accreditations, permits, regulatory approval, export approvals or other authorisation(s).</li>
		</ul>
		</li>
		<li>Defence is not liable to you for any costs or expenses incurred by you in taking part in this call for submissions, including where:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>your submission is excluded at any stage of the process;</li>
			<li>Defence varies or terminates this process;</li>
			<li>Defence’s requirements change;</li>
			<li>Defence exercises any of its other rights in these Terms;</li>
			<li>you rely on advice from Defence or any other Commonwealth of Australia entities, including the Centre for Defence Industry Capability, in relation to your submission; or</li>
			<li>there are failures or problems involving your infrastructure, browser or internet connectivity.</li>
		</ul>
		</li>
	</ol>

			<li>determine whether to invite you to submit a proposal (through Stage 2 Request for Proposal) to enter into an Innovation Contract for funding and development of the proposed innovation in your submission;</li>
			<li>inform the assessment of your response to a Request for Proposal; and</li>
			<li>evaluate and review its processes, in order to make improvements in relation to future calls for submissions.</li>
		</ul>
		</li>
		<li>You agree that Defence may disclose or provide access to information included in your submission to
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>authorised personnel within the Department of Industry, Innovation and Science, to allow the Centre for Defence Industry Capability to provide you with updates on the progress of your submission;</li>
			<li>other government agencies, including state and territory government agencies, to consult with them about the claims you have made in your submission; and</li>
			<li><span style="display: inline !important; float: none; background-color: transparent; color: rgb(0, 0, 0); font-family: calibri,sans-serif; font-size: 14px; font-style: normal; font-variant: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: left; text-decoration: none; text-indent: 0px; text-transform: none; -webkit-text-stroke-width: 0px; white-space: normal; word-spacing: 0px;">take appropriate action if any statement made in your submission is incorrect, incomplete, false or misleading, including using the information contained in the proposal for a fraud investigation that would be consistent with the Australian Government’s Investigations Standard and Fraud Control Guidelines.</span></li>

		<li>Defence will not use or disclose information in your submission other than as set out in clauses 7.1 or 7.2 unless:

			<li>acknowledge that Defence is not obliged to proceed further with any submission you make, or enter into arrangements with you about the innovation proposed in your submission;</li>
			<li>acknowledge that, subject to these Terms, Defence may deal with other organisations (whether or not they have made a submission) in relation to proposed innovations that may have Defence applications;</li>
			<li>acknowledge that in assessing submissions, Defence may consider additional information related to any assessment criteria or consideration (including information obtained from sources other than you);</li>
			<li>declare that the information provided in the submission is accurate, complete and current and acknowledge that giving false or misleading information is a serious offence under the <i>Criminal Code Act 1995</i>;</li>
			<li>declare that you have not – and your related bodies corporate (as defined in the <i>Corporations Act 2001</i>), as well as officers, employees, agents and advisors of you or your related bodies corporate, have not – broken any applicable law (including foreign laws) about offering of inducements in connection with the preparation of your submission;</li>
			<li>declare that all actual, potential or perceived conflict between Defence’s interests and your interests in relation to the process (if any), have been identified in your submission, and that you will immediately notify Defence if you become aware of any actual, potential or perceived conflict between Defence’s interest and your interests in relation to the process. 			<li>the singular includes the plural and vice-versa;</li>
			<li>a reference to one gender includes the others;</li>
			<li>"AID19" means Army Innovation Day 2019;</li>
			<li>"Assessment Criteria and Process" means the document which contains the assessment criteria and process for this Special Notice published by Defence on the Defence Innovation Hub Web Portal;</li>
			<li>"Challenge Statement" means the cover document to these Terms that sets out the challenge statement for this Special Notice</li>
			<li>"Closing Time" means the time and date specified as such in the Challenge Statement;</li>
			<li>"Defence" refers to the Commonwealth of Australia as represented by the Department of Defence, including its advisers or contractors;</li>
			<li>"Defence Innovation Hub Web Portal" means the webpage available at <a href="https://www.innovationhub.defence.gov.au/call-for-submissions/">https://www.innovationhub.defence.gov.au/call-for-submissions/</a>;</li>

			<li>"Special Notice" means a two-stage procurement process issued by Defence under the Defence Innovation Hub program to address a specific problem or technical challenge;</li>
			<li>"Terms" means these terms for the call for submissions, and includes the Assessment Criteria and Process; and</li>
			<li>"the process" refers to the procurement process commenced by this call for submissions.</li>

	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider, in making an assessment against this criterion, the current technology readiness level of the proposed innovation, and the relevance and credibility of any claims made by the Respondent relating to the feasibility of the proposed innovation.</span></p>

	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;font-size:10.5pt;" value="3"><strong>Timeliness - </strong>The anticipated timeframe that the proposed innovation would require to realise a positive impact on Defence capability.

		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">The extent to which the schedule of the proposed innovation aligns with the timelines specified in the challenge statement.</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">The extent to which the proposed scope of work matches the scope of work stated in the challenge statement (develop the innovation to a technology demonstrator within 12 months); and</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">Alignment to future potential Army Capability Acquisition Programs, as described in the 2016 Defence White Paper and 2016 Integrated Investment Program.</li>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;page-break-after:avoid;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each submission is assessed against the assessment criteria, </span><span style="font-family:calibri,sans-serif; font-size:10.5pt;">, Defence will determine a shortlist of submissions that will progress to Stage 2 (RFP), taking into account the:</span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">assessment against the assessment criteria;</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">funding available to address the Challenge described in the Challenge Statement; and&nbsp;</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which the proposed shortlist of submissions, taken together, meets the objectives and requirements of Defence. This may include selecting an appropriate range or mix of technologies across the areas covered by the Challenge Statement.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">It is Defence’s intention to select up to 15 submissions from Stage 1 Call for Submissions to be shortlisted to progress to Stage 2 (RFP). Respondents will be advised of the outcome of their submission, which will either be that the submission is:</span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>successful,</strong> in which case the Respondent will be invited to participate in Stage 2 (RFP); or</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>unsuccessful,</strong> in which case, the proposal will not be progressed to Stage 2 (RFP).&nbsp;</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">As part of Stage 2, invited respondents will be required to provide more detailed information on the proposed innovation than required in the call for submission stage. Defence will also provide a draft Innovation Contract for respondents to complete the draft Contract Phase Statement, draft Project Execution Plan and relevant Annexes (e.g. the IP and Technical Data Schedules). <strong>Defence will not negotiate the Standard Terms of the Innovation Contract. Defence will not allow respondents to propose any new innovation which was not included as part of a Stage 1 submission.</strong></span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will assess the proposals received against the RFP Terms and assessment criteria (set out below) in order to decide which proposals represent the best value for money for the Commonwealth. Defence’s intention is to select a number of proposals to execute a Phase 2 Innovation Contract. </span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">As part of the RFP, Defence will invite respondents to attend and participate in AID19. The RFP Terms will include terms that govern the respondent’s involvement in AID19. The respondent’s participation in AID19 is for clarification and verification purposes only. Defence will use the activity to clarify and confirm aspects of the respondent’s written proposal and may take the respondent’s participation into account in the evaluation of the respondent’s proposal.</span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E; font-family:calibri,sans-serif; font-size: 12.0pt;">Assessment Criteria</span></strong></p>

	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>Organisational Capability and Capacity – </strong>The extent to which the respondent is capable of, and has the capacity to, successfully progress the proposed innovation now and into the future.
	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider the following elements in making an assessment against this criterion:</span></p>

	<ul style="font-family:calibri,sans-serif; font-size:10.5pt;">
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">the extent of the project management capability of the respondent, and appropriateness of any proposed or existing governance arrangements;</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">financial and corporate viability of the respondent; and</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">previous performance of the respondent in delivering similar projects or services.</li>
	</ul>
	</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E;"><span style="font-family:calibri,sans-serif;">Value for money assessment</span></span></strong></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each proposal submitted in response to an RFP is evaluated against the above evaluation criteria, it will then be evaluated to determine best value for money consistent with Commonwealth procurement policies. The value for money assessment will include the consideration of:</span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">any risks or potential consequences for Defence that may arise if it were to proceed with the submission, such as potential non-compliance with the Innovation Contract Standard Terms or technical risks arising from the technology; and</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which all the proposed selection of successful technologies, taken together, best meets the objectives and requirements of Defence as set out in the RFP. This may include selecting an appropriate range or mix of technologies across the areas covered by the Challenge Statement.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">The cost of a proposal is not the only consideration. The lowest priced proposal will not necessarily be selected to proceed to an Innovation Contract.</span></p>
